Drive Down Bid Solicitation
The bid documents as advertised include a Base Bid and 7 Additive Alternates. The bid documents were prepared by PND based on direction received at numerous work sessions with the Borough and Harbor Board during preparation of the bid documents. Among other items, the base bid did not include any electrical improvements due to project funding constraints. The electrical work was broken out into Add Alts 2, 3 and 5 (in order to award priority) and the award for that work would depend on the funds available at bid time. At Pre Bid conference, bidders were notified that is was possible that none of the alternates would be awarded. Several electrical contractors felt it was too much effort to prepare responsive bids and to coordinate with all the other trades prior to bid only to find out later that there was no work in the project awarded to them.
To resolve this matter PND and Borough reps met after the pre-bid meeting and discussed adding some of the electrical work into the base bid to encourage electrical contractors to offer bids and to work through the electrical coordination issues with the General Contractors. The new estimate moves the scope of improvements from Add Alts 1 & 2 to the Base Bid as suggested. This change provides power to the uplands, lighting on the approach dock and transfer bridge and power raceways to the drive down float but no lighting or power pedestals on the float or in the uplands. Fender piles with navigational lighting are included at the two front corners of the float. The lighting improvements are important for operational safety and it will cost more at a later date to construct them if not awarded concurrently.
Attached is an updated Engineer's Estimate reflecting this proposed change. Also note that PND has also included $100K in estimated fees for PMPL to provide the primary electrical service for the project from Nordic Drive. That work was previously budgeted under Add Alt 2. The Total Project budget for the revised Base Bid scope, including 5% contingency and all indirect costs, is now estimated at 11.36 million.
Due to this proposed change in the Bid Solicitation an Addendum went out on 11/18/2013 postponing the bid opening until Dec 6, 2013, which gives the Borough time to properly Award the bid at the regularly scheduled 12/16/2013 Assembly meeting.
